Pour the water over the bulgar and allow to sit for 30 minutes. Drain off any water that is not absorbed by the grain.
Put all remaining ingredients, except bread crumbs and oil in the food processor and puree into a paste.
Form into flat patties and roll in bread crumbs. Chill for 1 hour.
Sautť in the hot oilÖ.about 7 minutes on first side and 3 to 4 minutes on second side.
