Poll: Are these billboards racist?

You may have seen them - billboards popping up in certain neighborhoods warning of voter fraud. Some say the message is voter intimidation. Opponents of the billboards say the messages have been strategically placed in African-American communities.
The billboard reads "Voter fraud is a felony-- up to 3 and half years and a 10 thousand dollar fine." Local 12 News has spotted the billboards in Bond Hill and Madisonville. Some news reports say the signs are also up in predominately African-American neighborhoods in the Cleveland area.
